Chapter 1　General Regulations

Article 1　Aim

The present law establishes the fundamentals of non-tertiary education system ( hereinafter as “education system” ) of Macao Special Administrative Region.

Article 2　Definitions

For the applicability of the stipulation of the present law, the definitions of the various terms are as follows:
(1) “Education system” is a series of norms and means that guide educational activities and realise the right of education. Through bringing the function of the related public or private bodies, the responsible framework and diverse activities into full play in the process of education, the aims are to promote the integral and harmonious development of a person, as well as social progress;
(2) “Non-tertiary education” is the various types of education other than university education and higher diploma education;
(3) “Education institutions”are the entities that particularly implement the various types of education;
(4) “Schools” are the education institutions that implement formal education or recurrent education.
