Chapter 12　Final and transitional stipulations

Article 53　Penalty system

The penalty system caused by violation or nonobservance of the stipulations of the law is governed by the complementary statutes of the present law.

Article 54　Revocatory norm

1. Law No. 11/91M of 29^th August is revoked, except the stipulations of Clauses No. 2, No.3 and No. 5 of Article 39 continue to be effective till the statutes of important document of non-profit- making private education institutions referred in Clause No. 3 of Article 32 of the present law come into effect.

2. Prior to the complementary statutes of the present law come into effect, the legislation in accordance with and complement to Law No. 11/91/M of 29^th August continues to be effective as long as there is no contradiction with the present law.

Article 55　Coming into effect and execution of the law

1. The present law comes into effect in the following day of its promulgation and starts to be executed from academic year 2007/2008.

2. The parts stipulated by Clause No. 2 of Article 21 involving the implementation of free education in the first and second years of infant education, and by Clause No. 6 of Article 47 involving the tuition subsidy granted to students of the first and second years of infant education came into effect from 1st September 2005; however, they do not affect the applicability of the stipulation of the previous clause.

3. The part stipulated by Clause No. 6 of Article 47 involving the tuition subsidy granted to senior secondary students came into effect from 1^st September 2006; however, it does not affect the applicability of the stipulation of Clause No. 1.

4. The part stipulated by Clause No. 2 of Article 21 involving the implementation of free education in the various grades of senior secondary education will come into effect comprehensively not later than academic year 2009/2010.

5. The concrete schedule related to integral implementation of free education indicated in the previous clause is to be governed by administrative statutes.

6. The implementing schedule stipulated by Clause No. 3 of Article 6, Clause No. 4 of Article 15, Clause No. 3 of Article 37 and Clauses No. 2 to 5 of Article 38 is determined by the Chief Executive in the form of dispatch promulgated in the Official Bulletin of Macao; however, it does not affect the applicability of the stipulation of Clause No. 1.
