Chapter 11 Implementation and evaluation of the education system

Article 50 Management

1. Education management should:
1) Protect the autonomy and freedom of education institutions, promote the democratic participation of the entire society, especially in ensuring the adequate means of participation for teachers, students, parents and organisations representing the social, educational, cultural and economic sectors;
2) Coordinate the implementation of the education system to achieve the objectives of education.

2. Education management includes the following aspects:
1) The government is responsible to formulate education policies, on this account, the government should consult the Education Committee and to promote the democratic participation of the society;
2) The education authority is responsible to execute education policies and to monitor the implementation of education policies.

3. The government is responsible to promote and support the researches in the scope of education.

4. In executing education policies, the education authority should create conditions to enable education institutions to actively exercise the right of participation and fulfill the respective obligations.


Article 51 Evaluation

1. To ensure the sustained development of the education of Macao Special Administrative Region, to enhance the quality of education, systematic evaluations of the education system should be carried out.

2. The evaluation of the education system should adequately consider the actual social situation and the overall development requirements of Macao Special Administrative Region, as well as the future development trend of the world.


Article 52 Education Committee

1. The Education committee is an advisory agency that congregates various social forces; through participation, coordination, cooperation and review, extensive consensus is to be sought for the development of education policies.

2. For all the important items related to education policies, the opinions of the Education Committee should be heard.

3. The Education Committee follows up and evaluates the execution of education policies.

4. The Education Committee should be composed of education professionals, including experts and scholars in the area of education.

5. The government provides the necessary conditions for the operation of the Education Committee.

6. The organisation and operation of the Education Committee are governed by specific statutes.
